Ningbo maps out vision to become a modern ocean city by 2035

Ningbo has unveiled its Coastal Zone and Marine Spatial Plan (2021-35), laying out its long-term vision to become a modern ocean city by 2035 through sustainable development, environmental conservation, and marine innovation.

The plan establishes a development framework based on "one core, one coastal belt, three bays, and multiple island clusters". At its center is Ningbo-Zhoushan Port, which will further strengthen its position as a world-class international port and logistics hub. The city will also build a beautiful ecological coastline by protecting natural shorelines, restoring coastal ecosystems and creating green coastal corridors.

The three major bays — Hangzhou Bay, Xiangshan Harbor and Sanmen Bay — will each follow tailored development strategies that combine environmental protection with economic growth. Ningbo will also promote sustainable development across its island groups while preserving valuable marine ecosystems.

Environmental protection is a cornerstone of the plan. Ningbo will preserve at least 262 kilometers of natural mainland coastline, expand protected marine areas, and strictly regulate new construction along designated coastal zones to safeguard public access and coastal landscapes.

The plan also outlines a strategy to develop a stronger marine economy by fostering industries such as high-end marine equipment, new energy, marine artificial intelligence, new materials and biomedicine.

To enhance public life, Ningbo will develop the "Most Beautiful Coastline at 30° North Latitude", featuring scenic waterfronts, sandy beaches, coastal villages, and improved transport networks, making the coastline a vibrant destination for both residents and visitors.
